Couriers are warned. The toll station at Dragon Bridge is staffed at all hours. Any letter under seal of an Imperial house, a recognized cohort, or a registered courier guild moves freely; uncertified parcels are subject to inspection.
The Company posts the following standing notices:

- The harbor master at Windhelm has signed the new manifest pact; Eastern goods may now declare port openly.
- Bandit reports along the Whiterun crossroads are bountied at standard rate, payable on testimony of two witnesses or the body of the named.
