A hold is more than its Jarl and its guard. It has temples where the Divines are served, stables where horses are bought and kept, and in time it will have watches, couriers and the rest of the offices that make a city work. These are the civic factions: public institutions with their own members, their own duties and their own money, run by the players who took the post.
How it works
A civic faction is a faction like any other, with the same rank ladder, and its buildings are properties on the property spine (see The Faction System).
Temples. A priest of one of the Divines can stand vigil for the faithful. Turning duty on subscribes you to the alert when a worshipper of your Divine falls; turning it off means the shrine still hears prayers and you will not be summoned to them. Your devotion record reads back what you have done in the service. The medic lane, where a priest reaches a fallen worshipper before their countdown ends, is being built on that subscription (see Death Has Weight).
Stables. A stable is run by a Stable Master who sets its fees, sells and mints horses for buyers, impounds mounts left standing in the stable, and posts notices to its subscribers. Anyone can read a stable's master, its properties, its members and its fees before dealing with it.
Boarding is the everyday part. Stand inside a stable interior and you can board your active horse or withdraw it again. Fees accrue while it is boarded, and arrears can be read and paid from anywhere, which is what keeps an unpaid stable from quietly becoming a free one (see Horses, Mounts, and Calling Your Steed).
Staff seed the temples, the stables and the rest of the civic stacks, and appoint the first authority in each. After that they run through their own ranks.

/stable list [hold-id] lists registered stables.
/stable info <hold-id> shows a stable's master, properties, members and fees.
/stable subs <hold-id> shows the current on-duty subscriber count.
/stable board boards your active horse while you stand inside a stable interior.
/stable withdraw withdraws your boarded horse.
/stable arrears [hold-id] shows the boarding arrears on your horses.
/stable pay arrears <hold-id> pays them.
/stable duty <on|off> [until HH:MM] toggles your own stable duty subscription.
/stable mint <buyer name or #id> [catalog-id] sells and mints a horse for a buyer. Stable Master.
/stable impound <mount-id> impounds a mount from a stable interior. Stable Master.
/stable set fee <hold-id> <fee-key> <amount> sets a stable fee. Stable Master, or the hold's Jarl.
/stable post notice <hold-id> <text> posts a notice to subscribers. Stable Master.
