The Great Moot of Skyrim

The great Moot is an ancient institution passed down from the Nordic forefathers meant to maintain the balance of power across Skyrim. All Nordic clans, young and old, large and small, all abide by its rulings and recognize it's importance. The Moot consists of the Jarls of the major holds of Skyrim, and if elected, a High King. These ceremonies are overseen by Oathkeepers, the official lawkeepers and skalds of the Graybeards.

The Moot can propose any discussions, but may only hold official votes to confirm a new Jarl, or to confirm a High King.
Only the High King may declare provincial wide laws or command other Jarls.
Jarls hold one vote each on the Moot, a simple majority affirms.
All Jarls must vote themselves or by Moot confirmed proxy and may not vote for themselves.
Moots must be held when called by a majority of Jarls by law.
