The East Empire Company maintains local offices in Solitude, Whiterun and Windhelm ran by company chiefs called Factors. Their job is to survey and maintain the economic status quo in their assigned regions. Their tasks include organizing local trade deals, managing local transport and shipping, negotiating contracts with Holdings and businesses, and operating the gold mints in these capitals.

The Company posts the following standing notices:
- Banditry still persists and that local merchants are advised to work with their regional company Factor to improve security and organize convoys.
- Bounties on known highwaymen will be posted regularly by Company clerks at Public Boards.
- Warehouse rights at Solitude and Windhelm Docks required for bulk port trading and storage.
- The Windhelm harbor master has signed the new Company pact, company goods may flow to and from Eastern ports.
